Jointly Creating a New Chapter for Textile Industry in the "15th Five-Year Plan" 

On February 28th, the 2026 National "Two Sessions" symposium for representatives and committee members from the textile industry, as well as the theme party day activity of the Communist Party of China Committee of the China Textile Association to promote high-quality development of the textile industry, were held at the office of the China Textile Industry Federation in Beijing. This meeting was held in a combination of online and offline formats, aiming to implement the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China and the Central Economic Work Conference, promote the implementation of the strategic deployment of the "15th Five-Year Plan" in the textile industry, and study and discuss relevant proposals, motions and suggestions for the 2026 National "Two Sessions". 

The Party Secretary and President of the China Textile Industry Federation, Sun Ruizhe, the former President of the China Textile Industry Federation, Du Yuzhou, the Academician of the Chinese Academy of Engineering and the Director of the Expert Advisory Committee of the China Textile Industry Federation, Yu Jianyong, the Deputy Director of the Consumer Goods Industry Department of the Ministry of Industry and Information Technology, Sun Shitong, the Deputy Director of the Light and Textile Department of the Development and Reform Commission, as well as representatives and committee members of the textile industry at the National Two Sessions, leaders of the China Textile Industry Federation, members of the Expert Advisory Committee, honorary vice president of the China Textile Industry Federation, members of the Party Committee and Discipline Inspection Committee of the China Textile Industry Federation, chairpersons of the affiliated grassroots organizations, members of the Supervisory Board of the China Textile Industry Federation, and the main responsible persons of various departments and units, over a hundred people, participated in this symposium in a synchronous online and offline manner. 

This symposium was chaired by Xia Lemin, the Secretary-General of the China Textile Industry Association. He pointed out that this symposium was combined with the theme party day activity of the Party Committee of the China Textile Industry Association to promote the high-quality development of the textile industry. The aim was to promote development through party building, gather industry consensus through communication and exchanges, and offer strategies and wisdom for the high-quality development of the textile industry during the "15th Five-Year Plan" period. 

"The 'Awakening Lion Welcomes Trade' event kicked off the opening of the Yangcheng Textile Business District." 

Recently, the Guangzhou International Textile City and Zhongda Nanmen Accessories City were filled with people and the sounds of drums and gongs. An "2026 New Year Opening Ceremony Lion Dance Prosperity Event" kicked off the opening of the local textile business district for the New Year. According to preliminary statistics, over 95% of the merchants have returned to work after the holiday. Many interviewed merchants expressed optimism about this year's market conditions, and some even said their orders have been scheduled until the end of this year. 

The "Awakening Lion Festival" is a traditional New Year custom with unique characteristics of the Lingnan region, carrying the merchants' hopeful expectations for prosperous business and thriving industries in the coming year. 

At the event, 7 Guangdong-style lion dance teams with 190 lions participated in the performance. These included the lion dance ceremony symbolizing "illumination of wisdom, auspiciousness upon opening the door", the merchant's offering of the green grass symbolizing "gradual success and prosperous business", the spectacular lion parade throughout the venue, as well as the rituals of paying homage to the God of Wealth and collecting offerings for good fortune. This attracted thousands of merchants and numerous citizens and buyers to participate. 

How will the textile industry transform and upgrade in 2026? 

On March 5, 2026, the government work report outlined the overall blueprint for China's economic and social development. Many of its deployments are deeply linked to the traditional manufacturing industry of textiles. From boosting consumption, cultivating new quality productive forces, to improving market environment and promoting green development, it has pointed out a clear direction for the transformation and upgrading, as well as the high-quality development of the textile industry, and has also brought multiple policy benefits. 

The policy of exchanging old products for new ones in the consumer goods sector has stimulated new growth momentum in the textile consumption market. 

This nationwide policy support is expected to promote the full inclusion of categories such as textile clothing and home textiles in the "trade-in" system. On one hand, it can reduce the consumption costs of residents, stimulate their willingness to replace home textiles and clothing, and release consumption potential. On the other hand, it can also prompt textile enterprises to accelerate product updates and iterations, improve product quality and design levels, and promote the recycling and reuse of old textile products, thereby promoting the formation of a "consumption - recycling - reuse" circular model in the industry. In addition, the implementation of the rural and urban income increase plan will enhance the overall consumption capacity of residents, laying the foundation for the continuous expansion of the textile consumption market, especially the income increase measures for low-income groups, which will further tap the textile consumption demand in the lower-income market. 

Cultivate new types of productive forces, and promote the high-end, intelligent and green development of the textile industry 

The cultivation of new and high-quality productive forces is one of the core deployments in the work report. It proposes to build emerging pillar industries, cultivate future industries, and further expand "artificial intelligence +". This provides a core approach for the transformation and upgrading of the traditional textile industry. As an important part of the manufacturing sector, the textile industry is facing challenges such as the reconfiguration of the global industrial chain and the pressure on foreign trade. And scientific and technological empowerment is the key to breaking through the development bottlenecks of this industry. 

In terms of intelligent transformation, deepening the integration of "artificial intelligence +" with the textile industry will drive enterprises to achieve digital transformation throughout the entire production, design and sales chain. For instance, through industrial internet and artificial intelligence technologies, flexible production can be realized to meet consumers' personalized and customized demands; using AI databases to optimize pattern designs can enhance design efficiency and innovation capabilities. This is also the direction that textile clusters such as Qiaochang are currently exploring. 

Furthermore, the cultivation of new quality productive forces in the textile industry is also reflected in the construction of the industrial ecosystem, promoting the integrated innovation among large, medium-sized and small enterprises, enabling leading enterprises to drive the technological upgrading of small and medium-sized enterprises, solving the problems of industry transformation, and achieving the transition from "scale expansion" to "quality and efficiency".
